Try as I might there's no way to get these super clean. The plastic is also faded. Have you guys ever masked off the brakes and painted the plastic to make it look new again? I hope to be putting new brakes on soon and I'm on the fence about doing this.
I'm sure it can be done, however have you tried using any of those black trim luster products? I know Adams makes a nice wheel well conditioner that really darkens them up and provides a nice sheen. I don't use it on my Vette, but I did use it on our former SUV that showed more of the wheel well.
One of his tips was to cover the brakes and hub and then spray One Touch tire cleaner all over the inner fenders and the suspension members. His '98 coupe was immaculate and it was no garage queen. Let the One Touch evaporate and reinstall the wheels. His inner fenders looked brand new.

I bought a bottle of bondo restore black at Walmart for $10. It comes with an applicator sponge. Clean your wells, let them dry, then wipe the black on. Good as new

another vote for adam's undercarriage spray. I've used it on the C5 and our daily drivers. My wife's SUV has a lot of wheel well showing and it turned the faded material back to black. The way it doesn't pick up or reflect light really does make the wheel well invisible. Love this product.

Hi; I did my 68 camaro with krylon semi flat or satin finish paint for plastic. I think the paint is more of a long term fix than using tire shine or back to black . it will have to be put on all the time , where paint is for the long run... also you will pick up alot of dust sticking to the inner wells... I hose off and wash my fender wells and they look brand new.. I think its called plasti kote paint by krylon. good luck
If you don't want to paint them, which will eventually fade as well, this is the best stuff I've ever found for plastic that fades. I use it in my engine bay as well, hoses, interior, etc. It's the only thing I use for conditioning and sun block, well except I also use 303.
Just remember that if you use any type of spray product- even a little bit of breeze can get overspray on your car's finish or others in the garage - - so use sheets or a car cover to put over your car . . .
I sprayed the suspension and frame on my `73, and although I covered the Vette - - I didn't cover my Lexus parked next to it and then spent several hours clay barring overspray off the Lexus . . DUH.

I ordered new rear liners for my car a few years ago. The previous owner had sprayed undercoating or something similar on the old ones. They aren't that expensive and are very easy to install.

Clean them best you can and then spray them down with an Adam's product that makes the wells shine like new.
