Same here, for SE Washington. But the above advice is also pretty good, with the exception of the first response. It'll take work, and money, but lots of CA legal cars are fast.

While you didn't have to go thru DEQ, running around town with open headers will more than likely attract the police, be it city, county, or even state. Even if there is no specific vehicle noise ordinance, they can always write you up for disturbing the peace or maybe operating an unsafe vehicle.
Even at Portland International Raceway, there are noise limits on some weekdays. Monday has a 90dB limit. A lot of OEM exhaust systems on performance cars are louder than that.
And yet, Harley riders seem to get away with loud pipes.
I mulled over the supercharger idea from A&A, I know my local forum member donald4972 did it to his C5 and says it's great.
What kept me from doing it was that I just couldn't figure out in So Cal traffic where I could open it up and have some real fun with it for more than 30 seconds before running into traffic, CHP or some idiot in a Honda Accord/Civic changing all four lanes on the freeway and slamming into me.
To test the thought I went out after morning rush hour was over (around 10:45-11am) and hit the 60 freeway going west towards downtown LA from the 605. I made it to 95 pretty quickly and right into a traffic jam.
I'd need a lot of open road to enjoy a supercharger upgrade to it's fullest...and a constant re-order of rear tires the way I like to go WOT.
I tend to agree, but after checking what it will cost that pretty much made my mind up for me. Im middle class, you know, poor ! )
