Last night, my 03 vette's right headlight made a gringing noise when I turned off my headlights. It has never made this sound before. What could be causing this and what is the best,long term fix.

Your gear is shot. You need to replace it with one of the brass gears available from several of our forum vendors.
I agree, it's the plastic gear. Same thing, same symptom happened years ago on my 2003.
Got the new brass gears (do both sides) installed, and no further problems.

Search the forum for a vendor. The gear in the system is nylon and notorious for wearing out. I had one go a few years back and replaced it myself. I bought 2 assuming the other would soon follow its brother, but so far so good. An option is to take it to a dealer. They will replace the whole assembly for about $500.
I just replace mine yesterday on 99 vert. Same noise on same side. I bought the brass gear replacement and followed the instructions in this forum's tech files. Easy job but a tight fit. Works perfectly now. $50 spent instead of $500!!!
