Weird Blinkers
I had inquired about this a few weeks ago, but here is an update. My car was just at the body shop where they replaced the bumper. That would mean they had to disconnect and reconnect the brake lights. I didn't have this issue before hand, so I'm wondering if this is just coincidence or what. Also, not shown in the video is the fact that if the lights are turned off and you press the brake pedal...all the dash lights light up....

Sounds like they missed re-attaching a main ground back there somewhere.
