I went to the car wash this week, and when i get the car back it seems they installed a ghost in my wipers.
the wipers just wont quite close.
stop wiping for a while, then randomly start up again.
wiggle a bit trying to move to the off position, then ok for a while...
repeat at random.
the wiper control stick. is in the off position the whole time.
and when in the on position everything works like expected.

It's your punishment from the car gods for taking a Corvette convertible through a car wash. You're now cursed until you sacrifice a chicken.
As an aside, car washes are well known for blowing out the rear windows on these convertibles.
On topic- are you sure you're turning the wipers off completely?

turn wipers on nearly full - wipe wipe
turn wipers on intermittent - wipe wait, wipe wait
turn wipers off - wipe, wiggle try to get to the storage position.. keep trying.. stored
turn wipers on one swipe - wipe , wiggle try to get to the storage position.. keep trying.. stored
leave wipers control stick in off position - wipe, wiggle try to get to the storage position.. keep trying.. stored - then randomly wipe, wiggle try to get to the storage position.. keep trying.. stored

Different circumstances. My 01 vert has to go to a quality car wash because the water is so hard at my house i cannot get it off fast enough to avoid those impossible hard water spots. My penance is to grin and bare it then go home and top off the meth tank

Had the same issue on mine years ago after torrential rains for days. The wiper motor got submerged in water under the cowl and is shorting out. R&R wiper motor and all will be good.
ive had 2 issues that have caused this on my 99 coupe, one was my alternator slowly going bad, i was getting the intermittent wipers and after about a week of trying to figure it out my fuel gague would go from half tank to empty then shoot too full, after i noticed the alt was only charging at about 11.5 volts i knew what it was, after i replaced it i was good as new. Also like what YLO said they could be drowning in water or alot of moisture. Mine did it about a month ago because of that reason.

Fixed the second link, it's a search of the word "udder" contains pages of similar problems. I would suggest you start with Bill's thread on cleaning the udders. As 8vette7 said you may get lucky and after the motor dries it will be ok, but you have to clean the udders or you'll be back to square one again.

Pay VERY careful attention to posts 6 and 7 above (although the 2nd link in post 7 appears to be a bad one).
Wiper wells fill with water when the rubber udders get plugged and cause the wiper motor to be underwater and then all sorts of strange symptoms appear. Clean the udders (bot wiper wells) and dry out the wiper motor/ electronics board and you MAY be back to normal. Worst case is that the corrosion on the motor and electronics will require a new motor...

I am trying to find anyone that has adjusted the wiper transmission. I see by the pics in the thread what the proper position is supposed to be but need to know if I can take the transmission apart and to put it back into the proper settings?

Not to derail this thread, but how can you wash off the underbody of your car other than by going to a car wash (assuming you don't have a lift at home)?
