I assume the radio comes on because you left it turned on when you shut the car off the last time. You can blame the brilliant GM soldering process that produces cold joints for you issue. That is why your Climate Control to failing. You can re-solder it yourself or, replace the module.
This is an issue that you can see when the ignition electrical contacts are going south. The HVAC unit has two sources of power. One that is always HOT and another that is HOT in ON, meaning ignition ON.
If it were me I would rig up a voltmeter to the HVAC HOT in ON feed and monitor it to confirm. Don't know how handy you are around electrical circuits. You will have access to the HVAC unit if you decide to replace the ignition switch.
The ignition switch contacts are a well know weak point in the C5. If you want to discuss options PM me and we can discuss on the phone.
Another point needs clarification. What setting do you have on the HVAC controller set to? (automatic or something other) What is the temperature outside?
If it is heat and automatic mode, the blower will not blow forcefully until there is actually heat in the engine. Once there is heat to extract, it will begin ramp up the blower speed.
A dim display is something entirely different. That is likely due to the solder joints going south in the unit. As stated, that is an easy repair.
