My Emergency Break had no tension to it, car would roll. Had my mechanic tighten it and its still rolling, he says he might be able to get it a little closer so that the rotors don't drag but after that we might have to replace the cable, I am assuming its stretched since its a 99, it is highly possible its original. What do people thing?

That is a good link to review. I also have a number of other Word files on adjusting the emergency brakes - if you'd like a copy, PM me your e-mail address and I can forward them to you. Some are too big to make as an attachment here on the forum.
You need to check something other than just the emergency brake adjustment. The grease in the handbrake assembly dries out and doesn't allow the brake to hold properly. There was a thread on this a while ago. It turned out my car had the same problem. You need to remove the assembly from the console, clean out the old grease and regrease. Make sure the handle is racheting properly first. If not, this is the problem. Time consuming but easy to fix. You have to remove the passenger seat. Good luck!

So I tried the roll back and use the E brake a couple of times , anyhow the ebrake only works in the last knotch all the way up.... and it holds great, the mechanic doesn't think he can bring it any closer or it will rub... I mean its fine but why is it not inguaging sooner?

You need to go back to post 2 and read the link. That is exactly how my parking brake was. I did the adjustment as outlined in post 20 of the thread link posted earlier. My brake now engages at a 45 degree angle and well before the last notch. Your brake shoes are out of adjustment.
I explained your problem in post #6. Go back and read it. It will fix your problem.

This will allow the cable to be pulled up sooner with the handle at approximately 45 degree angle. I can park my car with just the e-brake on a hill. With the handle pulled tight it will not roll. And yes, you must remove the seat or you won't be able to get to the e-brake's mechanism. Removing the seat is easy. There are only four nuts, two in front and two in back of the tracks that hold the seat in. Seat will just lift out, it's not too heavy. It's worth the effort. Before I did mine the brake would hardly hold the car.
