I am looking at a 2003 Z06. Yellow with solid black interior. 13000 miles and looks 99% like new. No paint flaws or interior flaws. Completely stock. Seller asking $26K. Think NADA clean retail is $26K, but see similar ones listed quite a bit higher. Good or bad price? Needs new tires though.

With a car with that low mileage, anywhere between 24 and 27K is reasonable, -- especially if tires have been replaced.
I paid $26,500 for my 2002 Torch Red Z06 w/ 8600 miles on it, and I feel like I stole it. Sellers asking price is very fair, and if you can get it for any less you stole it too. I had to put on new tires as well.
I agree with what others have said, if that's your car and you like, throw him an offer and be happy if he comes down at all. I picked up a 100% stock, yellow '02 with 26k miles on it for 25k and change. He threw in a set of brand new tires and we called it a done deal. Finding these cars with low miles and completely stock is becoming more and more difficult. So....go enjoy your new car
Think about it for a minute... What the hell else can you buy with $26k? Stop trying to negotiate as that's an excellent deal.
Absolutely nothing wrong with trying to get something as cheap as you can - everybody does it. I don't understand why people get butt hurt over lower offers, it's part of the territory of selling a car. Like I stated above, back in 2011, I paid 30K for my 2004 Z16 ZO6 with 2800 original miles, bone stock at the time. The owner had it listed for 37K. I simply told him I only want to spend 30K for the car, and initially he said no. I told him I understood, and that was that. A couple of days later he agreed to that price, and I made the trip to New Jersey from St. Louis to purchase the car. I have gone through the exact same thing selling my prior cars.

You should not pay more than that, in fact you should pay less, its yellow (no offense if you like yellow...its just a harder to move color)
Mine has 1 chip in the front lower clip that was touched up (have since added Xpel film) and it had the stock goodyears (ie: needed new ones)
