My recollection is that there wasn't any difference between the California and federal emission limits for that year. The NC1/NC7 "options" are probably some paperwork that the factory had to file with the state. The LEV designation (IIRC) allowed the car an extra year or two when new before it had to be retested at registration renewal time.
There are a bunch of "paper" RPOs like that...as I recall, there's one for if you're picking up your car at the Bowling Green factory rather than having it shipped to a dealer.
