I was watching my gutters being cleaned and blower motor started and run about 15 seconds a few minute's later done it again. I unlocked doors and pulled the fuse. ?? 2000 C5. any ideas. ???

Follow-up question: "gutters being cleaned"...I assume you're not talking about rain gutters on your house, but something on the car.
Was water getting sprayed around the cowl area?

So basically the car was just sitting there undisturbed and the AC blower went on.
I'm thinking some wiring around the fan motor got shorted to ground as a result of some nearby activity. Other than that, I got nuthin'.

So....the OP was outside watching someone clean the gutters on his house when the A/C blower(fan) in his parked, locked, and not running "vette came on and ran for 15 or so seconds. Then it did it again. He unlocked the car and pulled the fuse to the A/C blower to keep it from turning on by itself again. OP is that correct?

That's what I understood happened. Were they using a leaf blower to clean gutters? The echo off a wall may have sounded like the blower on the car.
Why did GM engineers think it was a good idea to have things like that powered all the time?
Good question. What it does is allow many things to be controlled without having to activate relays. If they had a relay for every circuit like this you would need two additional fuse type boxes full of relays.
Also many things are activated or turned off by a simple single wire serial bus command.
Makes perfect sense when trying to reduce the wiring and components in the car.
