Good question. What it does is allow many things to be controlled without having to activate relays. If they had a relay for every circuit like this you would need two additional fuse type boxes full of relays.
Also many things are activated or turned off by a simple single wire serial bus command.
Makes perfect sense when trying to reduce the wiring and components in the car.
I would think it would be simpler to turn everything off, except security, with the key. Could it be a reason for so many electronic problems with these C5s? That some things are always powered.
Nice idea but that would never make it with the design philosophy of reducing the wiring, components, and control of various functions in the C5.
The C5 had a target cost. I agree that many issues are caused by under designed components like the Hazard switch contacts. However, making contacts out of silver raises the cost. It's not like making pinball machines and jukeboxes from the 50's. I have never had a switch failure in any of my machines from that era.
The only electronic wizbang gadget in the C5 I like is the HUD. You could have deleted everything else and I would have been happy.

PS: I think you assume that since they have power that they are entirely on all the time. Not how it works.
