The price for an 03 is excellent. The car is what you should worry about. Check past history, title branding, a/c, tires, HUD, etc. Check everything including pulling codes thru DIC just so you know what to expect in fixing any problems. A low price is not always the best deal, and there may be a reason it's low.

Your wife or girlfriend might and it will be a problem when you go to sell it. Just sayin. I would never buy a car that had it's removable top glued down.

If nothing is wrong with it and nothing major has been replaced then that is a steal.

It shows how the previous owner took care of his car. Instead of fixing it correctly he just glued it down. It might be how he handled all it's problems. For me it would be a deal breaker.

I would probably pass however it could be something simple like window tip-in adjustment or replacing the targa weatherstrip seals. Or the reason it leaks could be that the car was hit hard once. You may be taking a chance.

If the previous owner "fixed" the car by gluing the top to the body, I would think every part of the car the owner has ever touched is now suspect.
