HELP!! 02 sensor heater problems

I recently repinned my 98 for newer pcm car starts right up with tuning.. but I'm having an issue where the right upstream 02 sensor Heater is not working I've tried 2 sensors..and ive even tried tapping into the ground and making a new ground source with the fuel trims on the car commands more fuel right side

Have you done a continuity check on the wiring from the sensor to the PCM? If you need that info then I have to know what year PCM you installed.

The only wires that go back to the pcm are high low and ignition voltage.. I think it's the ground not kicking the heater on

I didn't have the FSM with me. The heater is powered directly from the engine fuse box. Since it is powered when the ignition is ON, it should be easy to se if you have voltage to it.
