Here are my questions:
Everything is figured out, but I am still looking for a better option for the engine caps
Engine Caps:I purchased some engine caps that I honestly didn't realize were covers for the stock caps. They look fine, but as I add more painted covers, the "cap covers" no longer fit. What I am looking for is replacement caps that are either polished, maybe a gloss black..black chrome maybe? But they need to fit with painted covers, say on the brake booster, washer tank, etc. Thoughts or suggestions?
Radiator Surge Tank Cover: Obviously there is a tube connected to the surge tank. Some covers I have seen look like this tube would need to be disconnected before the cover is installed, which I would prefer to not have to do. Others look like they are "notched' so the cover fits over the tube. One thought I had was to ask RPI if they would just notch one of their covers before painting if I ordered from them. Thoughts?
Radiator Shroud: Is installing one of these as simple as taking our the 2 bolts on each side and lifting the air bridge out of the way?
I don't want to disconnect a hose and your solution is to remove them and paint them myself. LOL (I don't really want to paint them myself)

I actually bought a cover already for the washer tank. I purchased it used from a forum member and installed it tonight. It's black, which is what I wanted, but I think I chipped the paint when cleaning it, so I just placed an order for some black touch up paint..funny enough, from the site you posted.

I am finding that the selection of engine cap covers has diminished the last few years. You used to be able to get some really heavy duty, chrome billet aluminum ones but I have not seen them advertised in quite a while. Most of the major vendors offer engine caps, and you can check with them and see if there is something that strikes your fancy. I haven't found a set that really strikes mine yet to replace the ones I have. In any case, they should fit with painted covers in place since the caps install over the factory ones and have to stick up above the covers.

I would bet that RPI could accommodate you, but installing the radiator surge tank cover without notching it is not all that difficult. Yes you have to remove the hose and clamp over outlet tube (or inlet tube) and you would need to remove the three nuts that hold the stock surge tank in place so you can lift it up and slide the cover in place. Then just reinstall the nuts and the hose/clamp and you're set. Only the nut on the underside of the tank (under the hose/clamp area) is a bit difficult to get to - and you should be able to lift the surge tank up without completely removing the nut. One more piece of advice - be sure to temporarily plug the end of the coolant hose you need to take loose so as to prevent coolant from running out should the hose drop down a bit. Otherwise, having someone to hold the hose up and out of the way would work also.

Yes, once you have the air bridge and filter housing out of the way, take loose the four nuts (two on each side) and then lift up on the upper radiator shroud. It will come off and you can install the new one. Be sure to transfer the rubber grommets on each side from the old shroud to the new one. And make sure you get the radiator positioned properly in the new shroud. There is also a small rubber piece that goes on the passenger side between the back edge of the shroud and the A/C lines/coolant lines that run in that area.

I've bought a completely new set of stock caps and will be "badging or tagging" each one differently with items like the Marine Corps and Army seals, Cavalry sabers, C1 crossed flags, and so forth. It's different but goes along with my underhood theme

You actually gave me an idea. What if I bought OEM caps and had them done in Hydrocarbon? That way I can get a custom look, but have OEM fitting caps instead of covers.

I bought a set from American Hydrocarbon. They are actual caps painted and dipped in the color and pattern of your choice. Pat will also give you a refund if you send him back your old caps in good shape. No covers that come loose, or crack or break in usage. Good luck.

I made my own caps; the coolant overflow tank is a machined cover and easy to remove due to the larger outside diameter, the oil fill is a cover over a turned down stock cap. The brake, power steering and oil dipstick caps are machined and use the stock hardware, they aren't covers. The washer fluid cap is a two piece magnetic design. If you have access to a lathe and mill these can be made. Here's a photo before they were black anodized,.
