Having just purchased a '98 with 145K on the clock, I am ready to begin the reconditioning process. Fortunately, the price I got on the car leaves plenty of room in the budget for a fair amount of work. Hopefully, not too much will be necessary.
First up is the HVAC. The fan blows strong and the air is ice cold when its running, but I have to play with the control panel to get it to go. Sometimes, I can't get it working. I am getting codes B0361, B0363, & B0446.
I don't know if it's related, but when I start the car, there is a fairly loud hissing sound coming from behind the dash. I sounds like air escaping or a disconnected vacuum line sucking air.
I could use some input on what it might be before I take it shop. Any ideas?

Where are you located? Near Orlando there was an eight foot King Cobra that got out and was hissing at a lady in her laundry room about a month ago. They captured it and returned it to the idiot owner that had let it escape a couple times previously. Don't know if it is out again.
As to your HVAC problem a hissing noise is certainly indicative of a vacum leak.
First there are vacuum controlled doors behind the dash that change the direction of the air flow, vents-floor-defroster etc. That would be a look and find the vacuum leak. The codes point to the actuators for the temperature control. There is a procedure to reset them:
Re-Calibrating Actuators
Use the following steps to perform the calibration update:
1. Turn OFF the ignition.
2. Remove the battery positive voltage circuit fuse of the HVAC Control Module (fuse 27, located in the passenger's side floorboard by the BCM).
3. Wait 60 seconds.
Important
The module memory will not clear if the battery positive voltage circuit fuse is installed in less than 60 seconds.
4. Install the fuse
Reset the codes and then see if they come back. The actuators are pricey from gm and the dash must be removed to get to some of them.

Am in Houston, but maybe I should put a mongoose in the dash just to be safe.
I have a "resto" thread myself. I've documented most of my fixes on my hi mile '99.., I'll be interested to see what you run into with your beast. At least let us know how the mongoose works out..
Took a while but I have an update. It is dark when I get home from work during the week, and I am too rushed in the mornings so the only time I had during the week to look at this was on my lunch break.
On Wednesday I went out, opened the fuse box and look for fuse 27. Discovered that the fuses weren't numbered. On Thursday went out with a diagram of fuse locations. Found the fuse, but it was too tight to pull out with my bare hands. Today (Friday) I took some needle-nose pliers to work, and was a able to complete the fuse reset procedure. The results...
