There are specific tools for popping them out, they are kind of like a flat plastic forked tool. Or like a plastic spatula with a slot in it for the plastic piece to fit in and get pried off. They shouldn't be hard to find, Harbor Freight sells a whole set of different shapes for under $9.
The black plastic ones I use my fingernails in most cases.
Those are tough to get off as well without ruining things, but I'm talking about the black plugs that push in but don't come out. There are two under the dash and several panels in the interior use them as well. I tried needle nose pliers they are in there tight. I'm trying to avoid destroying them and trying to find new ones.
I found this! This would work. The one in the picture is by Lisle and goes for about $15. I'll check Harbor Freight tomorrow and pick up one of these handy tools.

That particular design is nice. The non-marring black plastic or rubber fulcrum collar on the shaft is a nice little touch.

HB has a variety of these tools but mostly in plastic. I found Craftsman has a tool which is known as "upholstery trim tool" which looks similar without the fulcrum for $8. I'm picking one up this afternoon.
I used a small curved needle nose I found at harbor freight, worked great when I replaced the BSP under the drivers side, and was able to reuse the clip.
