Living through 62 Wisconsin winters, found out the hard way not to use parking brake. They freeze, locking the rear wheels. I have used the parking brake maybe 3 times since 1969 and by using common sense when parking, have never had a problem.
I was born and raised in Iowa and I too never use the 'emergency' brake.
I'd sorta forgotten why, and you just reminded me.
you must have bypassed the clutch switch. It shouldn't turn over until the clutch is depressed thereby nullifying any issue of being in gear or out of gear.
Shop a new front bumper cover. But based on the pick; I would bet you are into this for a bit more money as I bet you pretty much destroyed the lower radiator support cradle. Better talk with you insurance company.

He did use the clutch, see post 19.
"I got in the car and pressed the clutch in but the e brake was not engaged and as I let off the clutch the car just lunged forward on to the stairs. It doesn't crank without the clutch in."

Sounds like he has developed some bad driving habits. Making sure the car is in neutral or the desired gear before letting the clutch out is Drivers Education 101.

I missed post 19.
I stand by my other suggestions. Another good reason for every C5 owner to adjust the e-brake. None work well unless we do this one simply step.
Well you see I never lend my car and I never leave it in gear just the hand brake. And I go to turn it on & it just lunged forward.
Turns out my father used it the night before, he tends to leave it in gear when parked.
Nothing to severe happened but the whole bumper under is pressed upwards.
Do you guys think I should file a claim? Will my insurance go up for this type of thing?
If it is a manual, it won't even turn over unless the clutch pedal is pushed in. Sounds like that switch also needs adjustment.
Bumper and lower radiator support/skid plate being the most expensive. He threw some plastic pieces that might of broken to be safe but dang didn't expect it to be that much.
Hopefully after the holidays they can start it and she'll be good as new.

Yes, that's exactly what I was predicting with the lower radiator support. They are expensive. Hopefully they don't find any more damage after they start pulling it apart. There's a lot of plastic in there. Best of luck with the repairs.

Wow! That's more damage than I thought it would be.

I've done this before in my driveway. Kind of surprising. I leave mine in gear when parked. Every once in a while I'll get in, push the clutch, start it and let the clutch out. 99.9% of the time I move the shifter to neutral and check the handbrake. I must be in a moment of distraction when I let the clutch out. Good thing there's nothing in front of me because I usually have my foot on the brake but once in a while I wont' and it'll lunge.
Sorry to hear it happened to you.
