Default 1999 Key FOB (Passive) Reprogramming

Purchased this C5 a few months ago and the lady who sold it said the only FOB she had did not work, she replaced the battery with no results. Today I decided to find out why and replaced the battery with new, cleaned all contacts including the Button Pads with IPA. I put together and did the hold down the 2 buttons and heard the Horn! I'm now thinking Good it works BUT 25 seconds later the horn beeped and the car locked. Another 20 or so seconds the horn beeped and unlocked. 20 seconds the horn beeped and locked. This kept doing this until I took the FOB apart thus disconnecting the FOB Battery. Car stopped doing the beeping and lock, unlock cycles. The car is in storage under cover and I have stuff around the door so I cannot get in until I remove the "stuff". I'm thinking the FOB needs the full reprogramming, Anyone else experienced this action before and how to "Fix" the FOB?

Yes, passive FOB's; great idea but the concept is almost impossible to execute. If everyone with a passive FOB ALWAYS walked straight away from their car, didn't have it parked in range anywhere they went (including home)... maybe.

Make sure the slide switch is all the way to off. If not it may stay engaged. When you get it to beep it is functioning properly. That switch needs to be tight to the off side.

I figured the Passive was causing this to happen. I did not notice to see the switch was "on" so I turned it off and tried again. Fixed the problem. Thanks to all that replied, Forum is great! I think a 2000 no0n passive can be programmed to the 1999 if I recall, anyone confirming this?

You are right - the 2000 fob can be programmed to work with the '99. I had a '99 also and that passive feature was a PITA.

Default passive key fob

i have a 99 myself with very low mileage and the passive part of the key fob does not work, apparently gm was too early with this feature , however my 2011 chrysler 300c with passive mode , works great.
