Cigarette Lighter burning fuses

My 2004 has developed a problem with the cigarette lighter by the ashtray. My GPS stopped working and I tried the original lighter and it did not work. I checked the fuse and it had burned out. I tried a new one and it burned out instantly. Tried a 25 amp fuse and it fried instantly! I had the ignition off but I believe it is always live.
I am on a drive from California to Wisconsin so I would like both cigarette outlets functional to power the GPS and other chargers.

Help!

I finally got to work on the car and you were right. The orange wire was pinched, fixed it and it worked great. Wished all the fixes were this easy!
