When I put the key in and turn it to on (one notch before you start) The security light and all the lights on the dash (where the speedometer and tach are) blink on and off. If I fiddle with it enough (turning it off, back on, pulling the key out, reinserting it, and so forth) I can catch it at just the right place and then the speedometer and tach gauges will swing to the right and back down (like they do) and it will start. It seems like it's getting harder to get it to start (takes a lot more fiddling with)
It just acts squirrley
Did exactly as you instructed
Only got one code, and it was the same each time
B0361 H/C Left Actuator Feedback Short to GND
This time it only blinked twice the first time and once the second time
(it usually blinks a bunch which is why I fiddle with the key to get it to stop)
Still don't know what in the hell is happening
Lights quit blinking, no lights at all light up. Turn the ignition to start and it does nothing.
Fiddle with it, pull the key and still nothing.
then all of a sudden it decides to start
I tried 3 times today and it started every time
So the next time I decide to start the car, who knows?
I'm sure it's electrical, a short?, a ground? who knows.
Sooner or later I'll figure it out

I took the neg cable off of the battery to check it and it sparks when I put it back on
is that normal?
Both the pos/neg cables are clean and tight
I'll check out the starter cable as soon as I can jack up the car

Some spark is normal... you should be putting the Positive Cable on First and then the Negative...reverse that order when taking them off.
How long does it take you to jack up your car? It takes me about three minutes.... just sayin

But since I'm having problems and I going to be in there anyway...
should I not go ahead and change out both? Just to avoid any and all problems later
