Default DCC Control Issue

I have a 98 with Dual Climate Control. It has a bad passenger actuator and the only DIC codes present reflect that. I have a new actuator but have not had time to install it as yet.

Here is my situation:

If I turn on the climate control in auto it will turn on the AC and the recirculate option but the fan does not turn on or at least not on high. If I try to manually adjust the fan up, as soon as I touch the up button, it switches to manual mode and the fan speed indicator shows it at the bottom. I push the up button until the indicator on the screen shows its at full speed but it will not start running at full speed until I wait until the display goes back to outside temp then touch the up button again once. At that time the fan kicks in on high.
Any fan speed change requires that procedure. I have to make the change, then wait until the screen goes back to outside temp then touch the up or down button depending on the direction of the change I was making.

Does any of this make sense to anyone? Is there a procedure to reset the unit to "defaults"? The car has been going through repairs so it's gone with the battery out for weeks at a time and this issue still exists.

I just purchased the car so I'm not sure when the last time it worked correctly...

Any thoughts?
