Whoops!
Looks like a made a mistake here. I polished my DRIVER side view mirror with special glass polish and my 3" orbital buffer with a special glass polish pad. Looks like new. Did the same on the passenger's side but found out that apparently it's made of PLASTIC, not glass. Scratched it up pretty bad. Don't make this mistake!

I have restored many a plastic headlight lense due to scratches, UV damage, etc - any reason why you couldn't try the same thing on this plastic lense? Wetsand with a very fine grade, then cut and polish?

Well, the mirror on the passenger side appears to have an optical coating that mirrors glass. Once I started with abrasive, that was fine for regular glass, it just started wearing out the optical coating, damaging it permanently.
