They might have been put there when the paint was wet or the person had paint or some kind of chemical on his hands that etched the paint.. Other wise hand prints should come off really easily. If not you should be able to hand buff them out.

Clay Bar the area and if that doesn't remove it, a LIGHT COMPOUND. If that doesn't remove it, you can go to a medium compound. Last on the list of paint fixing would be 2000 grit wet and dry and then polish and wax.
