Peter, check what I call the bump stops. There are four of them. Two at the top and two at the bottom. They are made of rubber and get worn often. The bump stops tell the headlight motor when to open and shut but the get worn and sometimes fall off.
They can be easily replaced.
Take a look and get back to us. Sorry I don't have a picture.

The gear cam has two flat sides, so I can rotate it 180 degrees, if necessary. I was going to check the other headlight, but I'm having problems removing a frozen bolt at one of the pivot points.
I verified that the actuator arm is in the right orientation from a photo in another thread. Notice that the top bump post is damaged on one side . I simply flipped it around and now the headlight no longer 'winks' at me! A simple fix. I'll probably replace them anyway, if they still make them.

After putting my headlights back together, I noticed this gaping hole in the plastic shroud of both headlights:
This might help to explain why the pivot bolt on the other headlight was corroded and frozen (i.e. water infiltration)
