Only thing I can think is when it/they are stored in the bag, the bag isn't "closed"?Its an odd item. I can't think of what or why its used for. It'll find a cozy spot on a shelf in my garage for probably the next 15 years, then it'll get tossed.

I asked the previous owner what it was and he didn't know either. He said it came with the car and he never figured it out either. I think it's safe to say it doesn't belong with this car.
