I have a tip for anyone that runs into the situation that I had. I was a auto tech for many years and pulled many steering wheels for various reasons. Always used a puller and sometimes used an air impact hammer for coaxing at times (the vibrations always did the trick).
I needed to pull my 03 c5 wheel and no matter what I tried it would not budge. Tried pulling while moving wheel alternately left and right, and used the air hammer on the steering shaft, still no luck. Finally I drilled and tapped two holes in the alum base of the wheel and threaded the holes to accept a pair of 3/8 bolts to use a puller. Finally it popped.

This was what I also did after breaking 3 pairs of J hooks. As far as GM's savings from leaving out the threaded holes, probably a few bucks. But then they also turned around and sold special steering wheel pullers and made a few extra bucks from that.
