Can afford personalized license plate but "rock"ing the black plastic window secured with wood blocks ...
I've actually seen this car parked in downtown Houston several times and the custom window is not new.
What I'm wondering does the personalized plate refer to the car or what was used to break the driver's window?

I bought a used window for $50 or so and installed it in less than 20 minutes. This car deserves better than this.
