Not positive what you're expecting, but if the c4 glass raises all the way up when you hit the button, its probably because all that raises is the glass, whereas the c5 has an entire hatch and glass. There is also a little assist spring that can be added to make it easier to get your fingers under the hatch, but no matter what it wont fully lift the hatch all the way up.

I don't think it would be good for it to lift all the way up in case you popped it by accident while driving or in a parking lot.
Mine pops up about 1.5 inches. If yours doesn't then you may have week struts. Some lube may help.
