Alternatively, you could always buy one of the Suction Cup license plate mounts, and keep it behind you. If you get pulled, just tell them you take it off for your car cover, and "forgot to put it on today."

At least it was a warning ticket. I understand the looks aspect, but take comfort in that it doesn't look as bad as the horrible design that GM came up with for the C6 license plate bracket.
As long as that clear cover with the painted borders is acceptable to your state's law enforcement agencies, it is a good looking option to help keep the lines of the car intact.

I got a front plate ticket last fall after about 10 years of not having one on the car....I was a little annoyed but the law is the law. I paid the fine which I think was $125 bucks with the surcharge. Thought about putting the plate on but I didn't.....Figured it cost me $12.50 a year to not run the front plate and that was worth it to me....If I get another one, I will be rethinking that figure. If all I got was a warning...I would have been thrilled
I was at a stop light the other day and looked in my mirror at the car behind me and he had his front plate mounted on his passenger sunvisor.
It looked great and was super visible. i always keep my visors in the down position anyways cos the sun is tooo bright. now i wish i didnt sell my front plate cover, DOH!! (im in a double plate state).

Illegal in many states including CA and FL due to obscuring the plate... But at least it is there.

This is a good alternative since the plate is no more obscured as it would be with a frame.
If it's your daily driver, just mount it properly. Not worth the potential harassment or reason to be pulled over. I think the mounting it to the air dam or in the window looks even worse than mounting it properly.
I had the clear cover on (illegal too, at least in MD) and eventually it turned yellow, so I took it off.
