Was on the highway last night in a rain storm and targa blew completely off onto the side of the road and is damaged. Seems that the latches weren't engaged
Will my insurance comprehensive (Progressive) cover this? What do I need to tell adjuster? Thanks for your help.

I would just ask your agent and be truthful about what happened - if you didn't latch the top down, say so. Not a good idea to commit insurance fraud and it's hard to believe the whole top would fly off if the latches were engaged.

This might be covered by the Comprehensive part of your policy. Your agent will be able to tell you if replacing or repairing the top is covered.
You should probably get an estimate for the cost of repair to the top. That will determine if you should file a claim. Buying a replacement top may be a way to save applying for a claim, but I would expect a top that duplicates yours before it took flight could easily be in the 4-figure price range especially if the fly-away to was a solid one. Weatherstripping and repainting can get expensive.

Was it a solid top or a clear one?
Thanks, I'm gonna start looking into repair and replacement costs. It's the fiberglass solid top. Was truthful with agent and went ahead and filed the claim though....we'll see how this goes.
I'm ashamed to say this but I had to do the same thing a couple years ago. Be forwarned that a BRAND NEW top will be $3000+, IF they can find the parts and they probably won't be able to since they aren't made anymore. I would be on the lookout for a great condition one for sale and just have it painted unless you find one in your color. Best of luck to ya.
Lucky it was the painted top and not a clear one. I've seen painted tops as low as $300 but clear ones are usually $1,000. Some guy on Ebay right now wants $1,800 for one
He's now a member of the "Club". The club no one wants to be a member of. Congrats.
Now if there is a "club" for people who have experienced this, there must be an inherent problem with the design, in order for a group to be having the same problem.
Why has no one brought this to the attention of GM?

Some people just want to be a "member" of something bigger than themselves!
I am sure GM is aware in the same way that Apple is aware of how many idiots walk into light posts, fountains and fall down stairs while trying to walk and text on an iPhone... you just can't save some people from themselves! This coming from someone who almost joined this club a few years ago.
It would be nice if they at least added a warning light if a latch were left disengaged, but that would also be one more thing to go wrong?
Good luck with Progressive. I have been in several body shops with signs posted that they flat out will not do work for progressive or geico. I asked one about it and he said they force him to use inferior parts and kill him on hours aloud on repairs. So good luck getting this covered.
I dropped my solid top once. Found a good body man familiar with corvette. He reglassed and painted it for $175. Very fair I thought. And he did dynamite work.
Obviously there are some very smart and talented people on this forum who dabble in electronics with their Vette.
One would think it wouldn't be that hard to rig up a warning light if a latch is not secured, or becomes loose.

It would be useless bringing it up. Two generations of corvette have gone by since the C5. Its a little late to expect anything to be done.
I look at this as like any other "accident". You or someone else or nature caused a loss of part of your vehicle and should be covered under comprehensive. Several years ago my elderly mother opened the rear passenger door of our car at a mall on a very windy day and dented the car next to us. My insurance (Liberty Mutual) covered their loss and no surcharges/rate increase to us. I believe insurance companies will make exceptions in some cases when they dont have to.

Actually, it's difficult to engineer for stupid people's mistakes .
No offense, bt I'm betting that the first thing to go through a new member of the FRC is "damn that was stupid"
