With the hood open and the lights off....
Look to the rear of the PS side light. See the 1/2 the size of a coke can shaped rubber thing?
It's the cover for the manual headlight crank.
Pull the cover off, then rotate the exposed **** until the PS light is down.
Replace the rubber cover.
Turn the lights on. Both headlights should now be up.
Turn off lights.. both should go down.
As an aside, If you hear an obnoxious grinding noise on close, then one side or the other has a stripped gear inside the lift motor. (It's easy to replace.)
