I live where I have to drive down about 200 yards of dirt road to get to and leave my house.
My car is always dusty, If I bought a cover would the dust get through the cover and scratch the paint even worse than it is now by being between the paint & cover? I assume when it's windy the cover will move some, even a little bit and scour the paint?
If it would be a good idea is there any recommendations for a cover?
IMO a car cover is only useful when it is clean and it is put on a clean car. Otherwise, if you put it on a dirty/dusty car - the dust and dirt particles attach to the inside of the cover making the inside of you're cover dirty, which is no bueno. Imagine the wind blowing that cover around and beating those particles against your paint over and over. Then every time you take the cover off and on, you are dragging those particles across the paint.

Unless you plan to wipe the car down after each drive, I would not install a car cover over a dirty/dusty car. You'd be surprised how many scratches will be on the car if the cover is installed and the car is not clean.
