Can someone please identify this 'model'
I am assuming that your dealership is just not familiar with Corvettes to realize that this 1997 being advertised as a “Z06 Targa” is not accurate. Z06’s were not introduced to the market until 2001. Z06’s only came in the Fixed Roof Coupe body and were only made with manual 6 speed transmissions. The “canary” yellow as advertised was not available in 1997 on any model, so this car has also been repainted. Before someone claims you are purposely misleading or false in your advertisement it would be advisable to change the advertisement to be more accurate. You have a 1997 Targa Coupe that has been repainted, has aftermarket headlights, and add on Z06 rear brake vents (probably non-functional) and fender emblems.
Let's see how they respond.

I'm looking at buying a corvette in the near future, and I came across this and totally had me confused. Is this a kit that someone offered? I have never seen one of these 'models' before and thought I would ask before looking any closer at it....

The passenger side rear wheel well looks higher to me.
It doesn't have the euro light package or 300 Km/hr sped-o. I think you need those lights in Candida.
Someone said it had 170K miles. That is only 105K miles which isn't to bad. The $15,000 CAD price is only 11,565 USD. We tend to get confused about this in the US. It wouldn't be such a bad deal if it looked unmolested.

keep on researching....take your time and look at a few vettes and test drive a few to see what you like. Honestly.....I think you would find a C5 to have all the comforts and reliability you are looking for in your price range. If you are patient you can find what you want in the teens....esp if you wait til fall. Also....don't forget that the FRC was the precursor to the Z06 and you can find some great deals on those and early Z06 models.

No mention of anything else. Someone should ask to see the RPO sticker in the glove box to check paint code. If it is truly a 1997 it has been repainted as there was no yellow paint option that year. Or they have a car with a stolen or salvaged VIN attached.

To be specific, yellow was not available on this generation Corvette until 2000. Also, if you look there is a "Service Parts Identification"-sticker on which the RPOs are printed.
Until 1998 this sticker was fixed to the cover of the left rear storage compartment tray. If this sticker is attached to the inside of the glove box the car you have is not a 1997 but a 1998 or later. Here are the paint codes that could be on that sticker:
