Mine was easy to tell. The whole outter ring shifted back against the timing cover and oil pan and only 3 ribs of the belt were still making contact with the balancer pully.

On my 98 the balancer went out at 140,000 miles. I can live with that. GM put a new one in and zero issues a year later!

Try Gator Belt, might eliminate the noise. If it is the balancer get it fixed! Mine actually slipped a 1/2 inch forward (the balancer is made of 2 parts and the outer hub just moved out), next thing I knew the belt came off the tracks. I was lucky happened right in the garage!

FYI here are other things to do at the same time as the balancer since the parts are cheap and labor will be pretty much the same while already in there:

Replace steering rack bushings while at it, since steering rack needs to be dropped. Also to pin the balancer to the crank, and use an ARP bolt with red loctite. Also replace front crankshaft seal as part of job. And possibly the ball joint boots. Most of these parts you can find cheap on RockAuto (or try GMPartsDirect.co).

The Dayco Powerbond balancer seems to be popular on this forum, and only costs $63 +shipping via RockAuto. Whatever you do, don't put an OEM GM one back in as they have a design flaw and will fail again.
I really appreciate the list of other stuff to do while you're in there. This post is a couple years old, but any chance that Corvette specialist you mentioned is still working in the area? I think I need to replace my harmonic balancer, and it's just not in the cards to DIY right now so I'd really like to talk to someone trustworthy.
