Here in NY, literally ANYTHING is illegal for tint, Hell even my neighbors truck that came FACTORY with "illegal" tint just got failed on inspection because of it.
With that being said i have mine at 5% which is pretty much blacked out. I will get pics when it comes back from the shop in a bit
I don't think the state has a legal leg to stand on for failing a vehicle with factory tint...sounds like they are a bit too full of themselves...

shops are required to use a computer to test windows now as of early 2017. Don't quote me on the exact numbers but I believe anything under 85% will fail the inspection.
With that being said alot of tint shops have started including a "retint" for around a $20 cost that will cover the removal and reapply of tint once for the yearly inspection

Your friend is pulling you leg or has a legal stand to sue. Since all cars that are designed have to be certified for their compliance by the NHSA specifically the Federal DOT, before they can be put into production.. much like a house needing a certificate of occupancy.

I'll bet that the dealer tinted the windows before it was purchased and the friend doesn't know that dealer installed != factory.

no emissions inspection.. Hell, as of 2016 we don't have auto inspections of any kind anymore. You can also get a medical tint waiver. My eye doctor wrote me a prescription for window tint, I have sensitive eyes.

You can get tinted prescription glasses... you can not get Tinted windows that are illegal in a jurisdiction. When an alternative method is available. Tinted , Polarized, prescriptions glasses. In my court, a prescription for tinted windows outside the parameters of State Safety Inspection law would be laughable. AS a Cop .. a prescription for tinted windows would get you a ticket. Tinted windows can be construed as fear of life in the commission of his job. A drawn weapon would be more than acceptable practice when approaching a car with windows tinted to the point of concealing the occupants.
Here you can get a medical tint exemption. You get a sticker and a certificate. I never been pulled over, but you can be assured I'll have my window down as an officer approaches if it ever happens.
Without the certificate and sticker my cars would be well beyond illegal.
If you want a good tint job, 15-20% should do unless you have a light interior. Just get references, there are plenty of good tint shops all over the country now; if you get bubbles in your tint you didn't check out their references.
State laws vary, but down here in Oklahoma where it is 100 degrees sometimes for three months straight a good tint job is almost mandatory.

in tx you could legally put the darkest tint you can find on all windows except the windshield and the front side windows... so the officer may see the driver but not the crook in the back with a double barrel pointed at him... really it's just a pretty pointless law that doesn't seem to get enforced too often unless you happen to **** off the wrong officer
The first mod I did to my car was to remove all of the window tint, and tinted brake light covers. When I come up to an intersection I like to make sure I'm seen by the other driver with eye contact. Especially on a bike, I would almost slow to a stop having to go by a car with blacked out windows. Plus it does absolutely nothing for night time visibility. If it's bright/hot out I just put on sunglasses, and turn on the air. It really doesn't look that cool having tinted windows IMO.
Corvettes are notoriously difficult to tint well. To have it look factory, you need a shop that's good enough to prep the dot matrix portion of the rear glass so there aren't bubbles in between (essentially, lightly sanding down the dots to feather the edges so the tint can adhere to both the dot and the glass in between). You'll also want them to wrap the edges of the side windows so there's no border of untinted glass (places leave the gap to try to protect the edge of the tint from peeling up when the glass rubs the weatherstrip).

Same. New Mexico is a one-plate state, no emissions in Santa Fe required, I get free a free plate and "permanent" registration for free for being a Vet , You can tint pretty dark here...cops don't mess with you at all for 5% either. Way better than when I used to live in California!
