Default Pop-up headlights

Low beams seem to be out of adjustment. The high beams look fine but the low beams are angled down so I can barely see them when driving. Is it possible to adjust high and lows separately? Is it possible for the headlight unit to be defective? Driving with the low beams is really dangerous since I can't see very far. Tried to upgrade to a brighter bulb Sylvania Silver Stars but it didn't help with the aiming. Any suggestions?

If you changed out the bulbs and the aim is off it might be that the new bulbs didn't get seated properly in their sockets. If the bulbs are not centered properly, their focal point is not centered in the reflector and they will shine either up or down. Try and seat the new bulbs again and see if that makes a difference.

Thanks guys, I saw your posts earlier and have not tried the adjustment route as I think the high beams are correct but I will have to check it out. I did check to see that the new bulbs were seated correctly and they are OK. I thought the socket assembly for the low beam might have separated from the housing since it is a '98 with 125k miles.
