Heater controls don't work...

Heater controls don't work...
I have a 98 Vert with the manual (3 ****) heater control. It looks like it has a problem with the **** that directs the air to the vents. It seems to be sort of stuck on the dashboard vents
Now that it is getting colder, I tried to use the heat and direct the air to the bottom (footwell) vents. It didn't work, it still blows through the front vents. I tried switching the **** through all of the settings (front, bottom, defroster) and nothing changed. I also tried playing with the fan speed. I could hear the fan change speed, but the amount of air blowing through the vent did not change much. It is behaving as if the vents are all mostly closed and I am only getting some leakage through the front vents.
I also noticed that the driver power seat controls don't work (the passenger does). I have the optional sport seats. I suspect it is due to the common problem of the plastic bezel where the controls are mounted have pulled away from the seat bottom. I'm not sure it is worth while bothering with, as the seat is adjusted to my comfort anyway. This way no one else can mess up my settings.
Any ideas of where to look for the heater control? There are no codes.
