The P0410 code is related to this as well and the air pump issue is probably causing the P0161 code.
Yep Check valve. Super common problem. Your car has two. One next to the Drivers side exhaust manifold, and the other is routed behind the intake.
New valves are like $10 and are not very hard to replace. To get the one out from behind the manifold, I had to take the pipe loose from the passenger exhaust, and remove the whole pipe with it attached. You could remove the intake manifold for extra clearance as it's not hard. I tried the carb cleaner, WD-40 trick but didn't work for me. Best to replace.

So my check engline light in my '99 came on today and I have 3 codes that the OBDII scanner was reading here they are.
I have a 99 too and they have a built-in check/solenoid valve in the air pump outlet that is controlled by a relay in the electrical center near your battery. The newer C5's have a separate check valve installed at the air pump outlet that is vacuum controlled.
My pump would run but no air would flow since the outlet valve in the pump wasn't opening. They relay for the fog lights is the same as the air solenoid relay and you can temporarily swap them to check if that's the problem.
Mine failed years ago and found the best solution was to have my tuner move the parameters so far out it would never trip the check engine light. The function of this additional AIR system is only utilized the first 20 seconds after start up. Otherwise it is useless. My tuner charged me $100. Best money I ever spent on my car. Good luck.
