Only driven 3,000 miles in the span of eight years from '07 - '15? Not completely unheard of I guess but considering this Corvette is nothing special I would want to know why. It also looks like it's been all over the East coast.
The body kit is a Greenwood kit that was initially fairly popular when C5s were still new (Greenwood was an independent Corvette racer). You don't see them around much in complete form and it's completeness makes me question if it was installed to replace say some damaged fascias and such. The kits nowadays new are NOS and I'm not aware of anyone reproducing them so I would assume it was likely installed some years back.
You both have backed up my suspicions and I believe this is a "don't touch with a 10 foot pole".
That wing takes the value down quite a bit. If you are close and interested, I would take it for a LONG test drive and look over the extensive bodywork to make sure it was done correct.
If you like the way the car looks, go check it out. Do a thorough review of it and make the final decision based on your gut feel. If it doesn't feel right, it isn't. The fact that you're already questioning it is your first clue.
Removing the wing will require a new rear fascia unless you know someone with incredible body work skills. I'm guessing the same for the front. The mods are not easily reversed without replacement components so you have to like what is already done.

The only reason I would think it has such low miles and has been passed around to 4 dealerships in 3 years is the modifications. It's looks like a AutoZone Special. That's a hard sell for any dealer.
