a fair price is a fair price for both partys, if its too low for the seller than that would make it a deal price. contrary to belief these cars do depreciate and with too low of miles there are other issues to consider. dried out seals, hoses, wheel bearings seizing, etc etc. then theres the usual maintenance stuff from sitting....all fluids and filters need changed, tires....and all these costs for a super low milage car take a hit on what the reasonable price really is.

Extremely low mileage cars having all this damage is pure BS and widely discussed in other topics on this forum. I bought a 4,000 2002 last year and have driven it 4,000 since with no problems. Yes, I replaced the original tires and changed the fluids. I spent about $1300 which you factor into your purchase price. Far from the first similar purchase I have made and with similar results.
Several have been written, Road and Track for example. You can search this forum where they have been discussed. Or, simply google "future C5 Corvette values" for a lot of reading.
I bought my 02Z in Feb 2016. It had 8500 miles at the time and I paid $25k cash at a dealership which usually have higher prices than private party. It needed new tires (still had original tires), belts, valve springs (common problem) and that's it. I've had no problems that some people suggest you will with a low mileage car. I could see paying $28k for an 03 CE Z, but for a standard Z, I think $25 is more than fair.
Contact Forum Member RLTW. He has an 03 Z06 with 3450 miles on it. It is drop dead gorgeous. I drove it last week and it ran really well. He is asking $27.9K. The guys name is Corey, and the car is in central Georgia. Tell him that Steve sent you.
I think the owner must have just read the C5 values in the January 2018 issue of Corvette Magazine. They list the values for the 2003 ZO6 for Show Ready, $35,000; Good Condition, $28,500; Average condition, $24,500; and Needs TLC, $19,000. The value listed for the ZO6 had a 2% increase in value whereas, the base coupe and roadster took 6% & 2%, respectively, decreased in value.
With that mileage and if the car was truly a Garage Queen and not a Race Car, the $28,500 asking price is pretty fair in my opinion and a good point to negotiate.
But, I still would have the Valve Springs replaced if you buy it.

I have had an 01 yellow and now have an 03 yellow with 17k miles. When I bought it there were some much needed care items such as tires and the ECBM was fried. It only had 15k miles at the time and I talked the guy down to $20k because he needed to sell it more than I needed to buy it. :-) If I was selling I would look to get between $22-23k now that it's in pristine condition. I think $28k is a bit high for the car you are looking at. $25-26k is more in line.
