I want to change the lid on my C5 1998 console to a two tone with the C5 logo. I visited several of the CF vendors web sites and found some listed as "lids", some as "covers" and some as "padded covers". This is where the confusion enters. I'm looking to unscrew the factory lid (4) screws, and replace it with the new one. Do the covers mean a lid?
Are the padded covers actually a lid? If not a lid how are the covers attached?
I would interpret cover to mean that it slips on, and is held in place by elastic or the like. Lid would mean that it replaces the stock lid. However, I agree with 8VETTE7 that the best thing to do would be to ask the seller before you buy.
To install, I took the inner part of the lid off, installed the outer cover, lacing the draw-strings tight, then reinstalling the inner part covering the lacing completely. The final is a padded "cover" to the lid that shows no signs of being added separately.

I got mine at Mid America - it was the complete assembly - just unscrewed the original put the new one in place - very happy with it - they also sell the covers I think
I went a step further when I replaced my stock (gray) leather interior with baseball brown custom leather.
I had Vette Essentials ("VE," who built the seat covers for me) cover a stock console lid in my custom leather, and then had them stitch a Texas flag/black flag patterned logo as a replacement for the red/checkered flag patterned stock Corvette logo. VE had to obtain a written waiver from Chevrolet - allowing VE to sully the Corvette logo - before they made it for me. But I'm now the proud possessor of a unique interior with a unique logo.
