I pulled the picture from a website that sells used cars. The car is out of Texas. Unless the ad was bogus, it's not shopped.
Sure looks like a chop to me. Gap between hood and fender mysteriously disappears a few inches from the window and the hood would have to be totally fabricated to delete the area where the pop ups were.

I don't get this whole headlight thing...other than the plastic gears, which can be fixed, what's wrong with the factory pop ups? These are ugly, but not as ugly as those stupid frog eye headlights...

That's the same I was keyin on...looked like paint brush/blend tool got rid of the hood gaps, etc. Apparently someone actually build the ugly crap though...go figure.
That website is one of dozens that copies for sale ads off ebay, genuine dealers, and craigslist. The cut and paste the ads without permission. At the bottom you'll see a disclaimer that states they are not responsible for the ads. I found my for sale ad all over the internet on these sites. Scammers
ive never routed for a corvette to backed into in a parking lot before... but in this cars case, it’d be doing it a mercy to bash that garbage in and replace it with original parts again.
