Looks like a common issue of nice mods bad owner. Car has money pit written all over it.
Interior and engine bay are nasty. At least 15k in mods with a new rear end at 86k miles and selling for 8.6k. Something is wrong and he just wants to offload before whatever it is fully goes out.
Even if you could get it for 7.5k I wouldn't touch that car. If you did you better be able have another 7.5k set aside for a worse case scenario. I would think springs would have to be changed very soon with a cam that big... AND it still needs a tune.

Don't walk, run away from this C5. Very, very bad investment. A poorly cared for C5. Even though these cars (C5's) are now older cars they are still pretty complicated vehicles, both mechanically and electronically and can be VERY expensive to get straightened out . Highly modded C5's are a potential land mine just waiting for the unsuspecting buyer to land on it. Please look elsewhere for your C5 purchase. Good luck!
I don't know, "needs little tweak" always bothers me. Seats are really trashed.
If you buy it, make sure you've go a couple of thousand laying around for repairs.
especially for the stated miles unless it's been around the clock once . . . .
Well I think I will take you guys’ advice and skip it... You guys know more about corvettes than me. It just sucks because it looks exactly how i want mine to look and it’s already cammed and all that. The seller sent me a vid and it sounds awesome.
maybe I will have better luck in the winter
I think you made the right decision. As everyone has said, it looks beat to death and there is no real reason to believe it will be problem free.
Keep looking. You'll find the Corvette right for you.
People comment this and that, if you like it get it. It’s not a lot of $$$. The interior you can always redo yourself, like I did, foam, leather and rebuild the tracks. Have fun, but be safe.

Not good advice. It may not be a lot of money, but it is very likely to turn into a lot of money. There is a high probability that if he bought it, he would regret it.
