A lot of banks wont finance them and a lot of insurance companies wont cover them.
On a budget they can be a great value if you have cash.
I would check a history report for frame damage and follow up on what shops did any repairs before making a purchase.
It's due diligence.
As per what maintenance is recommended, a lot depends on how the previous owner treated it.
With a rebuilt salvage car, that is an unknown because you have no maintenance records prior to what may be listed on a history report.
Evidence of previous upgrades in performance or abuse may tell a story about how the car was treated.
