I think he's actually talking about BlockIt sound deadening matts, 1 behind each seat, and a full trunk matt. Not sure which vendor offers it here, but just Google BlockIt.
I used the Vettnuts precut "foil cut over a bunch of Fatmat(like dynatmat etc) and then I had bought the ensolite roll (x3 I think) from vettnuts as well for my 04Z06. TON of improvement over road noise and it was during a full audio install. This was more cost effective then the most expensive kit they sell.
I did the insulation during my audio install. Some difference noted but now I have to adjust my door windows inward for tilt after deadening the doors. Still with an S Type Borla it is still pretty loud inside but the audio sounds much better. A combination of killmat and hushmat with wave breakers behind the speakers. I covered the doors, the passenger compartment, trans tunnel, and hatch/trunk area completely.
No carpet pulling required.
You remove the easy to get to screws and drop the plastic wheelwell out the bottom.
The insulation goes on the car side of the wheelwells
I added some to the outside floorpan after cleaning it up and using spray glue.
Then sprayed the exposed areas with black undercoating.
I also stuffed some fiberglass insulation in the hollow 1/4 panel cavities.
Not much effort to put the wheelwells back just fits and cuts down the road noise by 1/2
on my Vert.

If you ever do a clutch swap or work on the torque tube, I recommend covering the tunnel with thermal insulation.. helped me a lot with noise and heat bleeding up to the shifter and such. > i used
