I have not had any issues with it attracting more dust than normally collects under the hood when driven regularly, and it actually seems to keep the dust to a minimum (from my personal experience with it for almost 20 years, your results shouldn't vary). It has no silicone, and is water soluble. Does not stain painted surfaces either, it just looks streaky if left to dry.
The 303 product was originally intended for the marine craft industry, to preserve and enhance the seats, trim, and bimini tops on boats, but the word leaked out (pun intended) to the car detailers!
It is not simply a dressing, it will help keep the plastic, rubber, and vinyl pieces supple and renewed.

This is a client's very well used truck that got an engine detail along with the rest of the vehicle-
I'm sorry about the low light pic, it began to rain before I could pull it outside for the "after" picture' but 303 is the only "dressing" that is in this engine bay after the wash/degrease process
