I looks like the early OBD tuning devises, plug in to the OBD2 outlet and load the program. Very little benefit with todays technology. For that money you can have tuners with 1000's of tunes remotely program your car for superior performance. Money spent will be very close to the JDM product.
These days on our cars, a "tune" by a tuner, or remote if you have HPT yourself, takes the place of out-of-the-box 'chips'. Although Porsche's for example still do have 'chip' upgrades as part of the aftermarket.

I wouldn't touch a "chip" with a 10 foot stick. Fasterproms is great for these cars especially if you're anywhere near them.

A good dynotune won't hurt anything, but it'll cost more than $200. You can also get your fans to come on sooner, alter automatic shift points/times, etc. Lots of drivability tweaks in there. Can get rid of that stupid skip shift with a manual.
