Is this fender misalignment caused by frame damage. Can’t see any damage to the inner fender and if inner fender is glued to frame rail I’m thinking frame damage. But car drives pretty straight on highway drove it 40 miles home... Without really thinking I purchased this 99 C5 convertible with 66,000 miles for $7000

You don't have a good side shot at the bottom of the fender, but off hand that looks like rocker panel damage, with the bottom mount of the fender broken or damaged, and not holding the fender up from underneath. You'll never guess how I've come to that conclusion...
From here, that looks like a fine buy for $7K to me. Seat skins still look good. Are those polished Z06 rims, or chrome reproduction?

Thanks.. I will take better pictures of fender top and bottom and post. Just saying If did have frame damage wouldn’t that effect the drivability in some way

You could have some frame damage or it is just a very poor job of putting the body panels back on the car. A good body shop can give you some guidance on what would be required to get the panels on the car for a better fit.
