I noticed it last year but blew it off because of a few things going on. Check out this picture. It looks like a fine 'graphite" pencil mark on the rear bumper right side. No collision marks.
Looks like cracks in the paint.These bumpers are so flexible it doesn't take much to put too much stress on the paint.Can you feel them or just see them?
You could try some fine compound just for curiosity but I think what you are seeing is the gap in the paint cracks.Don't mean to be a downer as I am sure you didn't want to hear that.Try the compound,it can't hurt and you may get results
Mine has them, too. You'll have to eventually just get it painted.

I'll try a little polishing compound but I think is under the clear coat.
I knew the car would have issues . It's almost 20 yrs old. All good.
I will get it professionally washed and waxed and sealed.

If the marks are under the clear, I would think that they are cracks in the paint that are now showing up. If you can’t polish them out, chances are you will have the pane repainted.
I had multiple on my '79. Mine went all the way thru so there was no buffing that would eliminate them. I just wrote it off as "it gave the car character"
