Default Help needed

I bought my 1999 c5 and it came with what I think is a shift **** retainer but I can’t get it off by hand or with pliers if anyone could help/recommend me with ways to get it off I would appreciate it.

The shift shaft looks pretty normal. You are attempting to remove the boot? It's just stapled to a plastic retaining ring, snapped into the console from the top. Your plastic ring appears to be broken into multiple pieces, and the top of the boot, which is nominally just below the **** appears to have been forced down below the damper portion of the shift shaft.
A new retainer with boot can be had for $70 or so from Zip and others ($55 +shipping), and there is a wire version of the retainer on E-Bay at times:

on top of the boot I think is some type of shift **** retainer the metal chrome T part is what I'm struggling on removing, I'm trying to put a new boot in but need to remove this in order to remove and install a new one.

Looks like an old reverse lockout, newer corvettes didn't have that. Maybe something added to replicate it? No idea on how to get it off though

Possible it screwed on? If you can’t get it off by twisting or hammering it, you could always try cutting it off. Or the better way may be to just remove the shifter out of the lower box and get another shifter handle. If you want a stock one, probably find one for $50 in the forum ads.
